What the HFEA’s fertility treatment 2023 report tells us about surrogacy in the UK

The Human Fertilisation and Embryology Authority (HFEA) is the UK’s independent regulator of fertility treatment and embryo research. Their recently published report, Fertility Treatment 2023: Trends and Figures, offers a valuable snapshot of how fertility treatment is evolving – and what it means for surrogacy in the UK.

Although some surrogacy specific data is not included, the report does shine a light on the number of IVF treatment cycles involving surrogacy. While IVF use overall continues to rise, the number of IVF treatments accessed by surrogates has actually fallen – from 267 in 2019 to 233 in 2023. That’s a 13% drop, and it’s a trend that raises important questions.

Surrogacy on the rise – but not without challenges

Over the past decade, the number of families created through surrogacy in England and Wales has more than quadrupled. This is a powerful reflection of how surrogacy is becoming a more accepted and celebrated way to build a family. But while demand continues to grow, the number of UK surrogates has not kept pace.
